DoD to re-align Future Combat System development


Wednesday, June 24, 2009 Pentagon acquisition officials made good on Defense Secretary Robert Gates' pledge to rein in the Army's largest modernization program, announcing Tuesday (June 23) that development of the Future Combat System will be broken up into smaller development efforts.

The Defense Department said Ashton Carter, undersecretary of defense for acquisition, tecnology and logistics, issued a memorandum Tuesday directing the Army to cancel the program and "in its place directs the Army to transition to a modernization plan consisting of a number of separate but integrated acquisition programs to meet the secretary's objectives."

Earlier this year, Gates criticized the Army program, stressing that it did not incorporate the hard-won lessons of counterinsurgency from the Iraq and Afghanistan wars. "The restructuring ordered today addresses these issues," DoD said in a statement.

Carter's directive means the Army must divided Future Combat System into smaller programs, including a fast-track effort to spin out part of the program for fielding with seven Army infantry brigades. Other elements will include information and communications networks along with unmanned ground and air vehicles and sensors.
