In the premilinary hearings, the Commerce Department imposed a 57% import tariff on chips from Hynix Semiconductor Inc. due to unfairly subsidized by its government.
In a statement, Hynix called the decision "unjustified," claiming it had provided proof that the Korean government had not supported the restructuring of its debt in the last two years.
Samsung Electronics received fewer subsidies and should see a tariff of 0.16 percent, the Commerce Department said.
The Commerce Department will make a final decision June 16.
The U.S. International Trade Commission then decides July 29 whether to impose the tariff, based on whether subsidized exports from Korea caused the U.S. industry to suffer material injury.
